1. M302 R0203 -- At least one of M302 or M303 is required.
2. M304 C0403 -- If M304 is present, then M303 is required

Semantics:
01. If M301 contains code value "S" or "R", then M302 is the date of release. If M301 contains code value "U", then M302 is the estimated date of release.
04. M304 reflects the time zone which the time reflects.
