01. AXL04 C0403 -- If AXL04 is present, then AXL03 is required
02. AXL05 C0503 -- If AXL05 is present, then AXL03 is required
03. AXL06 P0607 -- If either AXL06 or AXL07 are present, then the others are required.

Semantics:
02. AXL02 identifies the axle described in the segment.
08. AXL08 identifies the type of axle described in the segment.
